BACKGROUND

High Order Thinking Skills (HOTS) has been included as one of the important components of the Educational Development Blueprint Malaysia (PPPM 2013-2025). This is due to the concern that Malaysian students have gained unsatisfactory results in international assessments such as TIMSS and PISA which test their High Order Thinking Skills (HOTS). The Ministry of Education (MOE) states that the three main elements that need to be emphasized when executing HOTS so it is successful are curriculum, pedagogy and assessment. The current curriculum has been changed by adding HOTS element and will be implemented in stages. This new curriculum has been implemented in the Primary School Curriculum Standard (KSSR) while, for the Secondary School Curriculum Standard (KSSM) the new curriculum will be introduced in 2017. From the pedagogical aspect, an effective HOTS pedagogy can be applied as a medium to convey the curriculum content during the learning and teaching process. One of the 11 shifts that can be found in the PPPM 2013 – 2025 is to shuffle examinations and assessments with increased focus on HOTS. The ministry has also changed the concept of examination questions by including HOTS elements in Ujian Penilaian Sekolah Rendah (UPSR), Penilaian Tahap Tiga (PT3) dan Sijil Pelajaran Malaysia (SPM) in stages beginning 2013. In school based assessment (PBS), teachers have been authorized to expand their creativity when assessing students.

 

In an effort to improve the national education system as envisioned by the ministry, lecturers from higher institution of learning are involved in HOTS activities. Moreover, teachers have began to evolve their teaching and learning so that it generate HOTS among students. Therefore, the Faculty of Education, Universiti Teknologi Malaysia (UTM) and Persatuan Pendidikan Sains dan Matematik Johor (PPSMJ) has taken the initiative to plan a conference regarding HOTS for the first time in Malaysia. This conference is an opportunity for lecturers of both local and international institutes of higher education, school teachers in Malaysia, undergraduate and postgraduate students from various disciplines in education to present, share, exchange opinions and discuss research and execution of HOTS. In conclusion, the Faculty of Education and Persatuan Pendidikan Sains dan Matematik Johor (PPSMJ) will organise the 1st International Conference on Education and Higher Order Thinking Skills 2016 in conjunction with the 2nd International Seminar of Science and Mathematics Education (ICE-HOTS 2016 in conjunction with ISSME II).

 

OBJECTIVES

The objectives of this conference are as follow:

i) To provide a platform for both local and international academicians to share their research regarding High Order Thinking Skills (HOTS)

ii) To provide a platform for teachers to share their execution of HOTS through pedagogical assessments and other aspects.

iii) To spread new information and current development about HOTS in the national education system.

iv) To produce high quality academic writing related to HOTS through the publication of proceedings, articles in selected journals and book chapters for teachers’ and academicians’ references.
